PUC says Black Inclines owes refund to solar-powered members
Black Hills Colorado Electric provide to refund more than $45, thousand to roughly 850 local members who generate electric power with solar panel.
The Colorado Public Utilities Write a claims the utility has been getting them a $5 monthly mezclarse fee it never authorized.
This commission also is threatening Black Inclines with a $165, 000 fine.
This allegations and penalties are explained in a "show cause" letter submitted Black Hills on Wednesday. This utility has 20 days as a definite solution.
Brett Jones, a Black Inclines spokesman, said the fee was just part of a July 2013 medical history with the commission and added, "We are reviewing the official record. "
At issue is a $5-a-month mezclarse fee increase that has been charged to assist you "net meter" customers, meaning individuals generate their own electric power with solar panel and other means, and actually put electric power into the Black Hills system.
This PUC letter says that $5 increase — implemented in Quite often 2013 — was never given the green light by the commission.
The letter tells me it has records of 9, 091 "offenses" of that extra charge as well as the affected customers are entitled to a return, which totals $45, 455 at the time of Wednesday.
That would be a refund of around $54 to each of the estimated eight hundred fifty "net-meter" customers.
The PUC is an excellent claims the $5 fee escalate was not adequately identified to the " transaction fee " or the public when the utility setup imposing it.
Gwen Farnsworth, every senior energy analyst at the Boulder-based Western Resource Advocates, spotted your fee problem while researching more Black Hills filing. She could not find any evidence that the many other $5 being charged solar customers are already discussed or approved by the " transaction fee ".
"I was pretty certain Ebenholzfarben Hills couldn't be charging recommended solar customers a separate fee and as well notified the PUC staff keep away from of my concerns, " portman said Wednesday.
Jones said your fee pays Black Hills for their costs of accepting electric power during those individual customers.
Wednesday's is an excellent notes that the PUC can quality utilities up to $2, 000 pertaining to violation but state law hauteur the total fine at $165, thousand — not the $18 , 000, 000 that would result from tallying up 8, 091 "violations. "
Further, Ebenholzfarben Hills can cut that $165, thousand fine in half if it pays the application within 10 days of it being required.
